Moderate to strong Santa Ana winds will peak around Friday then slowly weaken through the weekend. Meanwhile, dry air will persist and dry out any effects of the recent rains. Red Flag Warnings are in effect for most of Los Angeles and Ventura Counties Thursday through Saturday, and for interior Santa Barbara and San Luis Obispo Counties for Friday. * AFFECTED AREA...Cuyama Valley, San Luis Obispo County Mountains and Santa Barbara County Interior Mountains. * TIMING...From 3 AM to 6 PM PDT Friday. * WINDS...East 15 to 25 mph with gusts to 40 mph. Isolated gusts of 40 to 50 mph possible. * RELATIVE HUMIDITY...Minimums of 8 to 15 percent common. * IMPACTS...If fire ignition occurs, conditions are favorable for extreme fire behavior which would threaten life and property.
